Docent
Tina Sever is a doctor of legal sciences and since December 2016 an Assistant Professor at the Chair of Administrative-Legal Area, habilitated in the field of public administration. In September 2006, she obtained BSc degree at the Faculty of Law, University of Ljubljana. In 2007, she became a trainee at the Administrative Unit of Ljubljana, during which she successfully passed a Professional Examination in Administrative Procedure and a State Examination in Public Administration at the Administrative Academy of Ministry of Public Administration. In October 2007 she started a five month traineeship at the European Commission (Directorate General for Translation in Luxembourg, Department for Law, Citizenship, Administration and External Relations), which she continued in March 2008 at the European Ombudsman in Strasbourg. In October 2008, she became a teaching assistant at the Faculty of Public Administration, University of Ljubljana, where she led practical work from 2008-2019 for the following courses: Administrative Procedures and Administrative Dispute and Basics of Administrative Procedures. During different periods, she led practical work also within the courses Administrative Law; Legislative Regulation of Public Administration; Local Self-Government and Special Administrative Procedures. From August 2008 until March 2009, she passed a Bar Examination Traineeship (as a volunteer) at the Higher Court of Ljubljana. In May 2014, she received her PhD at the European Faculty of Law with the following doctoral thesis: “Legal Protection of Issuing Decisions in a Reasonable Time in Administrative Matters”. Her research interests are public administration and administrative (procedural) law. She teaches the following courses: Legislative Regulation of Public Administration (2017/2018-); Public Procurement (2018-); Public Administration Theory (2019-); Law Basics for Program Informatics in Public Administration (2019/2020-); Social Administrative Procedures (2021-); Administrative Procedural Law (English version of the course for Master Level, 2022-); Law and New Technologies (2025-). As a co-lecturer she is also teaching the following courses: EU Cohesion Policy (2021/2022-) and Digital Government For Citizens (2023-). As part of her research work, she participates in various projects, including being the head of the PKP project, in a creative way to knowledge, in cooperation with Deloitte, titled: "Comparative analysis of real estate taxation with proposals for property tax in Slovenia" (2019). Head of the student project for sustainable development titled “Self-driving vehicles as a tool for sustainable development” in cooperation with AV Living Lab, d.o.o. (2022). Head of the student project for sustainable development titled “Through Automated Decision-making to Sustainable Public Administration” in cooperation with Ministry of Digital Transformation (2023). Member of the project "Theoretical and Practical Aspects of Modernizing Administrative Procedures in Slovenia" (October 2023-September 2026). She is (co)author of several scientific and conference papers as well as book chapters (see e.g. Commentary on General Administrative Procedure Act 2020, 2022, 2024; Commentary on Building Act (2023), The Sound of Silence in European Administrative Law 2020; Water, Governance, and Crime Issues 2020; Administrative-procedural dilemmas on General Administrative Procedure Act 2010, 2015 etc.). She cooperates with the Ministry of Public Administration of the Republic of Slovenia within Administrative Academy in the framework of professional exams and seminars, and with the Official’s Council of the Republic of Slovenia in the framework of the recruitment procedures of officials to the highest positions. Since September 2017, she has been the head of the Center for the Development of Pedagogical Excellence at the Faculty of Public Administration.
