Polonca Kovač is a doctor of legal sciences and since 2018 a full professor in the field of administrative law and public administration, habilitated through the Faculty of Law of the University of Ljubljana. Since 2003 she has been employed at the Faculty of Public Administration of the University of Ljubljana, before that she was employed at the Ministry of the Interior (preparation of system laws, introduction of quality schemes in Slovenian public administration, international cooperation, programming and coordination of training at the Academy of Administration, etc.) and Kranj Administrative unit (conducting administrative procedures). In her dissertation, which she defended in 2005 at FL UL, she discussed the development and legal issues of public authorities, and in her master's thesis, defended in 1999 at the Faculty of Social Sciences UL, the introduction of new public management in Slovenian public administration. She is the (co) author and editor of several scientific monographs (Commentary on ZUP 2020, The Sound of Silence in European Administrative Law 2020, Transparency Laws in Action 2019, Commentary on the Constitution of the RS 2011 and 2019, PA Reforms in the New EU MS 2017, Inspection Supervision 2016 , Administrative-procedural dilemmas about ZUP 2010, 2012 and 2015 and others), and. From 2017 to 2020 she acted as the editor-in-chief of the international scientific journal Central European Public Administration Review. She is the author of a number of scientific and professional articles and papers (in RCEEL, TRAS, Danube, NISPAcee Journal, TiP, PiD, Pravnik, etc., eg on various administrative-procedural institutes, personal data protection, agencification, inspections, Regulatory Impact Analysis, tax procedures), with the highest number of points regrading publications in recent years among all Slovenian researchers in the fields of Law and Public administration. At the Faculty of Public Administration, she teaches subjects at all three levels of study in the field of administrative, inspection, tax and social procedural law, transparency of public administration and administrative reforms. She has worked as a guest lecturer at several law faculties, eg in Groningen, Brno, Zagreb. She constantly participates in scientific and professional conferences and seminars at home and abroad. She is a member of the Scientific Council for Social Sciences at ARRS, and a member of program groups on the development of the administrative system of the RS in the EU 2004–2024 and several basic and applied projects at European and national level (on public governance models, public policies evaluation, co-creation (CO-GOV), process tools in the EU, language policy in Slovenia, etc.). She also works on a professional level, eg as a permanent provider and examiner at professional exams at the Administrative Academy, the Official Gazette of the RS (eg for the national professional classification DPO) and FPA UL, where she conducts seminars and workshops for various inspectorates, tax administration, agencies, administrative units, municipalities, social institutes and other bodies. She has performed or still performs several managerial and administrative functions. For example, for many years she was the president and member of the Council of Officials, the head of the faculty centres for training, counselling and pedagogical excellence, and she is the head or member of various university and faculty commissions, eg disciplinary commission and student rewards committee. In the 2016-2022 term, she is a member of the Steering Committee of the NISPAcee, a member of Research Network of European Administrative Law and the European Law Institute and the European Association of Tax Law Professors and works as an expert for the World Bank, OECD, SIGMA and ReSPA. She is the recipient of faculty and university awards for pedagogical and research excellence in 2008 and 2014-2018; in 2019 she also received a gold plaque from the University of Ljubljana for outstanding merits in developing the scientific and pedagogical creation of the university and for strengthening its reputation.
