Prof. Janez Stare is a Full Professor in the field of public sector organization at the Faculty of Public Administration, University of Ljubljana. After completing his undergraduate and master’s studies at the Faculty of Organizational Sciences, University of Maribor, he obtained his PhD in 2005 at the Faculty of Public Administration, University of Ljubljana, with a dissertation in the field of leadership in the public sector.
His teaching and research activities focus on leadership, human resource management, public sector organization, competency development, and administrative procedures. As a course holder and lecturer, he is involved in teaching at all three cycles of higher education. His research is primarily conducted in the areas of competency models, organizational culture, and human resource and organizational aspects of the digital transformation of public administration. He is currently involved in the research programme Digital Transformation for Smart Public Governance (2022–2027).
He has pursued academic and professional development at several renowned international institutions, including Universität Speyer, the University of Liverpool, and Glasgow Caledonian University. He participates in various expert and advisory bodies related to public administration development, administrative rationalization, and human resource management.
From 2013 to 2021, he served as Dean of the Faculty of Public Administration, University of Ljubljana, as a member of the University of Ljubljana Senate, and for several terms as a member and President of the Civil Service Council of the Republic of Slovenia. He currently serves as Head of the Chair of Organization and Informatics at the Faculty of Public Administration, University of Ljubljana. In his work, he places particular emphasis on the integration of theory and practice, which he also promotes through involvement in various professional training programmes and consultancy activities.
